PAY YOUR BILL

City of Florence customers now have two options for paying their Utility Bill.

1. Prefer paying by phone? You can use our automated system. Just call 833-792-5051 to make a credit card or debit card payment.

2. Make a one-time online payment or set up Paperless Billing and/or Auto Pay at https://www.municipalonlinepayments.com/florenceor/utilities

DIRECT PAY

As of June 1st, 2024, we have transitioned from Xpress Bill Pay to a new online system, Tyler Online Payments.

  • If you are set-up for Auto Pay through Xpress Bill Pay, with a credit or debit card, or bank account as a form of payment, you will have two options moving forward.
    1. Complete the Direct Pay Automatic Withdrawal Form below, attach a check to the bottom of the form, and return it in person or via mail to 250 Highway 101, Florence, OR 97439.
    2. Create a new account through Tyler Online Payments, and opt in for Auto Pay with your billing information.
  • If you are set-up for Direct Pay, meaning that the City of Florence sends a draft to your Financial Institution on a monthly basis, your ability to pay through this method will be unaffected and will roll into the new system along with your utility account information.

Utility rATES : EFFECTIVE JULY 1ST, 2024

On May 20th, 2024 the Florence City Council reviewed and approved a rate increase of 5% for City Services utilities including water, wastewater, stormwater, and street maintenance fees. Beginning July 1, 2024, the rates for these services will increase 5% in alignment with the adopted budget for the 2023-2025 biennium.

The new rates will become effective on July 1, 2024, and will be reflected in the rates charged on your July 2024 City Services bill that you will receive at the beginning of August.

The last utility rate increase of 5.8% was implemented on April 3, 2023.

The tables below represent how your utility bill will be affected by this increase:

For more information on utility rates and other fees in general, please visit the City’s website at www.ci.florence.or.us/administrative-services/fee-schedule.

Billing Policies
  • Your City Services Bill will serve as a shut-off notice and will include the past due amount and the final date to pay to avoid shut-off.
  • If bills are not paid by the date due, a $6.00 late fee will be accessed.
  • NSF payments will be charged a fee of $38.25.
  • A delinquency fee of $44 will be charged to reestablish service after a shut off for non-payment.
  • The City will mail a final calculated bill after service termination.
  • Accounts past due in excess of 120 days will be sent to collections.

It is very important that customers update their mailing address and phone number with the City whenever it changes.  Customers may also sign up online and receive email notification of new bills and manage their payments online.

If you have any questions about these policies or about your account, you can call 541-997-3436, Option 2.

The City of Florence provides the water, wastewater, stormwater and street services for all citizens within the city limits. See the supporting documents section below for answers to FAQ's and to download commonly used forms.

Starting New Service

If you are new to the area, or have just recently moved into a new house, you will need to have water service started in your name. The Administrative Services Department would be more than happy to answer your questions or concerns. You'll need to complete the following steps:

* Call the Utility Billing Department at 541-997-3436, Option 2 or stop by City Hall.

* A $22.00, one-time processing fee will be added to your first bill.

Discontinuing Water Service

In order to discontinue your existing water service, please call city hall, 541-997-3436 option 2. Please contact City Hall three (3) business days prior to service stop date.

Billing and Rates

We bill on a monthly basis on the first of every month for services provided the previous month. Bills are due on the 15th** of each month. Please see the Rate Schedule for rates, including the base fees.

**If the 15th of the month falls on a weekend / holiday, bills will be due on the next business day.

Possible Leaks

A portion of your bill is based on usage. (Residential = water, Commercial = water & wastewater) A drippy faucet or running toilet can run your bill up surprisingly high, as can excess watering during the summer months. If you note an increase in your bill and are not aware of any changes in your water usage, please contact us and we will send someone out, at no charge, to assess the situation and we will notify you of our findings**. Please see the City Code for details.

**Please note, the City of Florence does not perform repairs on pipes/water lines. If you suspect you have a leak, you will need to contact a plumber to perform repairs.
