Florence Transportation System Plan (TSP) Update Project
October 16, 2023 the Florence City Council voted unanimously to approve Ordinance No. 7, Series 2023 adopting the 2020 Florence Realization Comprehensive Plan amendments, City of Florence Code amendments, and adopt the Transportation System Plan document.

Transportation System Plan:
The City of Florence is undertaking completion of an update to the Transportation System Plan (TSP) 2012 iteration. This update will identify an integrated network of multi-modal transportation facilities and services needed to support the City of Florence planned land uses, addressing transportation planning needs both within City limits and the Urban Growth Boundary.
Background:
The City of Florence, in partnership with the Oregon Department of Transportation (ODOT) and supported by consultants from Kittelson & Associates, Inc., developed a Transportation System Plan Update in 2012 intended to guide the management and implementation of the transportation facilities, policies, and programs within the urban area over the subsequent 25 years.
The City has a longstanding need to better integrate municipal and state surface transportation infrastructure, regional public transit, bicycle and pedestrian usage, Americans with Disabilities Act ("ADA") requirements, and emergency evacuation needs into a unified plan.
In developing the Updated TSP, the City of Florence has identified the following notable considerations including, but not limited to: seasonal traffic impacts; topographic constraints; parking management opportunities and challenges; tsunami and earthquake resiliency concerns; and opportunities to better support bicycle, pedestrian, transit, and access options, in general.
Project Funding:
The Transportation and Growth Management (TGM) Program is a joint program of the Oregon Department of Transportation (ODOT) and the Oregon Department of Land Conservation and Development. The TGM Program includes a program of grants for local governments for planning projects. ODOT has awarded the City an in-kind grant under the TGM Program (the "TGM Grant"). The City is also providing a matching amount.

The City of Florence wants to hear from you! If you have comments, questions, or feedback about the Transportation Systems Plan (TSP) project or its work products, CLICK HERE to share them! These comments will be shared with the TSP Project Stakeholder Transportation Advisory Committee (STAC), Consultants, and Staff working on the project.

Stakeholder Transportation Advisory Team:
The success of this project will come, in large part, from public involvement. The Stakeholder Transportation Advisory Team (STAC) is made up of representatives from City departments, Lane County, ODOT, Oregon Department of Land Conservation and Development, Lane Transit District, Local and statewide freight, representatives of transportation disadvantaged, Lane Council of Governments Senior Services and transit representatives, Siuslaw School District, Port of Siuslaw, and others.
The STAC will review work products and provide recommendations on key project issues and decisions, provide guidance on scenarios and policy options and guide stakeholder and community engagement strategies. The group will also serve as liaison between the project and the stakeholder's representative constituents.

Public Open Houses:
The City of Florence and its consulting team will be hosting three open houses. These open houses will provide opportunities to gather input from members of the community. The consultants and the City will do outreach to promote these opportunities about one month prior to their dates.
