CITY OF FLORENCE INVITATION FOR BIDS

 

NOTICE IS HEREBY GIVEN the City of Florence, 250 Hwy 101 North, Florence, Oregon 97439; will receive sealed bids for performing the construction of Well 14 according to the Drawings and Project Manual including Specifications prepared by GSI Water Solutions, Inc. accepted by the City and described in general as:

Water Supply Well 14 and groundwater well drilling, construction and testing. This work is for construction of a groundwater monitoring well (2-inch) with a drill borehole of 6-inches; municipal water supply well with a drill borehole of 20-inches 155 foot deep, with 100 feet of 16-inch permanent casing and 55 feet of 16-inch stainless steel well screen.  The work includes well capacity testing, video survey of completed well, and a sanitary seal on top of the well casing upon completion of the work.

A mandatory pre-bid conference will be held on Monday, December 2, 2024 at 10am local time at the Florence Public Works Operations Center, 2675 Kingwood Street. A pre-bid site visit will be held immediately following the pre-bid conference.

Sealed bids will be received at the City of Florence Public Works, 2675 Kingwood Street, Florence, Oregon 97439, until 2 p.m. local time December 19, 2024. Bids will be accepted at the above location via hand delivery. Alternatively, bids may be mailed via UPS, FedEx, or hand delivered to City Hall located at 250 Hwy 101 North, Florence, Oregon 97439. USPS delivery will not be accepted. Bids received after this time will not be accepted.

Bids will be opened publicly and read aloud immediately following the specified closing time. All interested parties are invited to attend. Subcontractor declarations must be submitted to the above mentioned City representative no later than 4:00 p.m. local time December 19, 2024.

All proposals must be submitted on the regular forms furnished and shall be accompanied by an unconditional certified check or bidder’s bond in an amount equivalent to five (5) percent of the total amount of the bid.  The award will be made to the lowest qualified bidder who will be asked to furnish a separate 100% Corporate Surety Performance Bond and a Separate 100% Payment Bond for the faithful performance of the contract.  The Contractor's may be asked to have their Surety furnish a letter certifying they have currently reviewed the Contractor's financial statement and that the Contractor is financially sound prior to award.

Qualifications:   Bidders must be an established business (minimum three years) doing like projects and must be qualified to perform the work properly and to comply with applicable laws and bonding requirements.  Each Contractor must submit the Project Experience and Equipment Qualification Form included in the bid document.  No bid for a construction contract shall be received or considered by the City of Florence unless the bidder is Licensed with the Water Resources Department.  

The City reserves the right to reject any Contractor who has not performed acceptably on past projects with the City and may reject any Contractor that does not meet the standards required under ORS 279C.375.  

This contract is for public work and is subject to ORS 279C.800 to 279C.870. Prevailing wage rates for public works' contracts in Oregon are required for this project. No bid will be received or considered by the Owner unless the bid contains: 1) a statement that bidder will comply with the provisions of ORS 279C.840 2) a statement as to whether the bidder is a resident bidder as defined in ORS 279A.120.
