Coast Village Zoning District

NOTICE OF PUBLIC HEARING


On December 5, 2011, the City Council will hold a public hearing at 7:00 pm in the Council Chambers of City Hall, 250 Hwy. 101, in the City of Florence, Oregon, regarding a proposal to create a new zoning district for Coast Village and amend related code. The City of Florence has been working with members of the Coast Village Home Owners Association and Architecture Board on these proposed changes.

Ordinance #21, Series 2011 proposes the following summarized amendments. The complete proposal is posted below

• Rezone Coast Village from the Single-Family Residential District and Highway Commercial District to Coast Village District.
• Create Florence City Code Title 10 Chapter 29 Coast Village District, with the following provisions:
• Most numerically platted lots would become legal building lots.
• Permits both temporary recreational uses (motor homes, recreational vehicles and park models) and permanent (site-built, mobile homes, manufactured homes, modular homes, recreational vehicles, motor homes and park models) with requirements related to foundations, plumbing & wiring.
• Prohibit 2 or more dwelling units on one lot occupied more than 6 months in any 12 month period.
• Dwelling height limit is 16 feet, measured from the ground to the highest point of the roof.
• Setbacks-Front yard: 20' (excepting lots with street encroachments).
• A 5 foot greenbelt buffer is required on three sides of the lot (sides and rear), consistent with the CC&R standards.
• Additionally, a 3 foot fire safety clearance standard is required around residential dwellings and propane tanks.
• The setbacks combine the greenbelt and fire safety clearance requirements, by requiring 8 foot side yards, 10 foot rear yards and 20 foot front yards.
• Two parking spaces per lot required, with exceptions related to site conditions.
• Lot coverage is limited to 35% for enclosed structures and 65% for all impervious surfaces (e.g. structures and pavement (excluding encroaching platted streets)); gravel driveways and parking do not count toward the 65% lot coverage.
• Additionally the proposal includes amendments related to the following:
o FCC 10-12-2-3: Removes language inconsistent with state law regulating manufactured homes and revises and relocates text regarding emergency housing siting.
o Remove code that is inconsistent with state code related to mobile and manufactured housing.
o Comprehensive Plan: Chapter 2, Medium Density is revised to include Coast Village as an implementing district.

• Florence City Code Title 10, Sections: 1-3-B Quasi-Judicial Changes, 1-1-5 Land Use Hearings 1-2-2 Change of Boundaries on Zoning Map & 1-3-C Legislative Changes.

Failure to raise an issue in person or letter with sufficient specificity, to afford the decision-maker an opportunity to respond precludes appeal to the Land Use Board of Appeals based on that issue. Written and/or verbal testimony and evidence must be directed toward the criteria described above or other criteria in the plan or land use regulation which is believed to apply to the decision.
