Rezoning Coast Village
NOTICE OF PUBLIC HEARING
On September 13, 2011, the Planning Commission will hold a public hearing at 7:00 pm in the Council Chambers of City Hall, 250 Hwy. 101, in the City of Florence, Oregon, regarding a proposal to create a new zoning district for Coast Village. The specific amendments are filed under PC 11 08 ZC 02 and PC 11 09 TA 01. The proposed amendments:
• Rezone Coast Village from the Single-Family Residential District and Highway Commercial District to a Coast Village District; and
• Amend Florence City Code Title 10 Chapter 37 to create a Coast Village zoning district.
The approval criteria used to evaluate this matter are found in the section(s) of the Florence City Code cited below,
• Oregon Revised Statutes (ORS): ORS 197.610, 197.763 and ORS 227.186.
• Florence Realization 2020 Comprehensive Plan:
o Chapter 1 Citizen Involvement
o Chapter 2 Land Use.
• Florence City Code Title 10, Sections: 1-3-B Quasi-Judicial Changes and 1-3-C Legislative Changes.
A summary is as follows:
•All platted lots would become legal building lots.
•Permits both temporary recreational uses (motor homes, recreational vehicles and park models) and permanent (site-built, mobile homes, manufactured homes, modular homes, motor homes, recreational vehicles, and park models) with requirements related to foundations, plumbing and wiring.
•Prohibit 2 or more dwelling units that are occupied more than 6 months in any 12 month period.
•The following development provisions: Height-16' max, Setbacks-Front:20', Side: 8', Rear:10' dwelling, 5' accessory structures.
•Additional requirements related to greenbelts, propane tank setbacks, lot coverage, home occupations, etc....
Written testimony may be submitted to the Community Development Department, Florence City Hall, 250 Highway 101, Florence, Oregon, 97439. Testimony may also be sent by e-mail to Wendy Farley or faxed to 541-997-4109. Please include a mailing address if submitting comments by fax or e-mail.
Failure to raise an issue in person or letter with sufficient specificity, to afford the decision-maker an opportunity to respond precludes appeal to the Land Use Board of Appeals based on that issue. Written and/or verbal testimony and evidence must be directed toward the applicable criteria or other criteria in the plan or land use regulation which is believed to apply to the decision.
